Estevan is the Willows Beach side of Oak Bay, and for young families it is usually the first pocket we shortlist: flat streets, the Willows catchment, and a two-block village whose bakery, chippy and coffee handle the daily basics. Rental stock is the thinnest slice of an already thin municipality — mostly suites in interwar character homes and the occasional whole-house lease — so we start searches 60–90 days out with references pre-packaged. The beach is the lifestyle: esplanade laps before school, the Kiwanis tea room in summer, Uplands Park's Garry oak meadows ten minutes north. Compared with South Oak Bay you trade the Avenue's full high street for sand and quieter evenings, and most households still run one car. Glenlyon Norfolk's junior campus and the Willows catchment keep both school tracks close to home. If a listing says 'steps to Willows', confirm which side of Cadboro Bay Road it sits on — the walk changes by ten minutes.

Our advice
Before you sign a lease
- Dogs are banned from Willows Beach through the summer months under Oak Bay's animal control bylaw — large-dog households should weigh McNeill Bay instead
- Character-home suites here often still heat with oil — ask who pays, when the tank was last inspected, and get it into the lease
- Whole-house leases near the beach sometimes carry owner-return or summer-use clauses — confirm the term is a true 12 months
